A friend returning by air from the US wants to know if she can bring Heirloom seeds through Customs?

I've brought seeds down for years, too. I just take them out of the original packages, make little plain paper packets or them and tuck them into a manila envelope with paperwork. Never been a problem. They never look through an open envelope full of papers.

I receieved pot seeds and tomatoe seeds by mail and they both went through customs. Both growing now.

Have they finally got growing pot legal in mexico? Last I read only one of the houses here passed a pot law and the Supreme Court here only made it legal to carry up to 5 oz but nothing about growing. I'm curious because once it's legal I plan on growing max for 2 people. I'll have to make my own concentrate for my wife and me really miss it from living in CO.
