I would try either the pump store in Riberas on mountain side or his brother´s store on Hidalgo in Chapala near Guadalajara Farmacia on the mountain side. You are incorrect. Some tanks are built to have the bladder/membrane replaced, some cannot be replaced. Depends on the type of tank you buy. Yes the guys in Riberas carry bladders/membranes.
