Yes you can if you want the Jalisco required verification because you will be driving in  the GDL metro area. If you live here you should register your vehicle here. 

If you need testing for Mexico City reasons then no. 

As of August 1, 2021, Responsible Verification is mandatory for all cars that circulate in the Guadalajara Metropolitan Area, except hybrids and electric. Private vehicles have to be tested once a year and heavy-duty vehicles twice a year. Check when you have to verify in the month-plate calendar.

As of October 1, 2021, inspection operations will begin on the streets to ensure that the vehicles required by license plate completion comply with their obligation to verify. Verification is mandatory, however, during 2021 there will be no financial penalties. These will begin to apply from 2022 depending on the type of vehicle.

The verification schedule for private vehicles  if you license plate ends in:

7 August-September,    8 September-October,  9 October-November,   0 November-December 

1 January-February 2022  2 February-March 2022   3 March-April 2022,  4 April-May 2022

5 May-June 2022,  6 July-August 2022

Does the word "circulate" mean daily,weekly,monthly,etc. There are currently only 2 places in Guad to receive the inspection and you need an appointment. It will eventually move southward but I do not see an issue until next year and then when they have additional inspection stations around Lakeside.

There are 3 locations in GDL as of now. Because of the investment required, and the set price of $500 it may be a very long time before there will be a testing station lakeside.

My guess it will be several years based on the number of auto's, trucks, etc. Even with double the number of emission stations, 2-3 years. Not much different than their vaccine success.
