White Truck police are National Guard

Yes they can...and yes they did!  Actually, for me it was an illegal U-turn on the highway to the airport.  He was very polite and professional and I was polite to him.  He explained what I had done wrong and I was guilty.  We visited in Spanish for a couple of minutes and he then offered to write me the cheapest ticket he could which was a "no seat belt" instead of the turn infraction.  He showed me on the ticket how to go online to get the numbers I'd need to pay at Bancomer for 1/2 price if paid promptly.  He showed me his name and badge number on the ticket as well.  He never asked for a mordida and I never offered one.  I didn't mind getting the ticket since I have bent my share of traffic laws over the years.  Figured I was due...

That is quite a change from before. I still don't see how the National Guard fit into the police scheme.

The Federal police are gone and have been for a while.  Former Federal police barracks now say National guard.  In other words they have replaced the Federal police. Cars have been repainted  and new trucks bought.  Problem is many have still not been trained.  Talked to a bunch of them at the coast.  They were extremely polite and quite fun to talk to.  Wave to them when they pass in the trucks which is quite often lakeside.  They were suppose to have a barrack in Chapala but money ran out.

The Mexican National Gaurd is an attempt to follow the example of France. I would say Canada too, following the RCMP, because I am familiar (but not experienced!) with them. They are trained to be like police diplomats in the community. They are well liked and respected, unlike the Federales, Army, and Marines who are seen more as enforcers. Both enforcers and diplomats are needed in a modern democracy. 

The RCMP in Canada, and this will come in Mexico, only rarely conduct old school investigations anymore. They tap the public for "tips" and then have teams of specialists to handle all this incoming information. People trust them that much, and that their names and data are protected. This saves the judicial system millions of dollars per year. Unfortunately, it frustrates people who joined the force to become hard nose investigators, changing them into desk jockeys and attending community events, etc.

But there are other police in Mexico aren't there?

Of course. There are state police,  municipal police, and traffic police.  

That is the problem here-too many different types of police. You are never quite sure who is in charge of what and it changes.

You know nothing of the RCMP operations with an erroneous statement like this. And yes I do know, having friends and overseeing the detachment that served Millet, Alberta where I was a politician. Do you not remember that part of applying for a Mexican visa other than tourist, was an RCMP report on you?

Not the same in many ways. The Federal Police had to graduate from one of three Federal Police universities with a 3 year criminology degree. All three are now closed. The Federal Police were autominous. Now the National Guard are part of the military. The federal Secretaty of Public Security is a retired general. The party in power is their commanding force. No autonomy left.

So now the National Guard is part of the military along with Mexican Defense Secretary General Salvador Cienfuegos who AMLO brought back to Mexico in a heartbeat from the US after his arrest on drug charges.  Cienfuegos knows where the bodies are buried.  Move along, nothing to see here.

Tourist police in the old days wore all white like a ice cream truck driver.  Later on they switched to more military type uniforms like other cops.  Do they even exist anymore? We use to see them once in a while down by the lake in Ajijic.

Yes, it is hard to keep track of what each type of policeperson is responsible for as it changes.

Aduana are not police.  They are customs agents.  At this time in most ports the Guardia National is doing the duty, in that case they are Not called customs police.

This whole issue is sounding like a keystones cops movie. Sadly Mexicao has a huge credibility issue when it comes to law enforcement and are out gunned,  out intelligence and less money than the real criminals they really  need to apprehend. So let's just keep moving the deckchairs around.....and the band play's on

The civil agency for criminal intelligence funded by the Mexican federal government in place for maybe 15 or more years were fired the first month AMLO took over. The well trained Federal Police that many reported were feared by many of the criminal organizations were fired and replaced by military trained soldiers.

You could add to the were fired  ....untrusted by the majority of Mexicans and mostly corrupt. Many of the former federal officers are in the Guardia National if they could pass the tests and now receive a salary about double of their old salary.
