Any idea where hydraulic cement could be purchased?

Check the materials supply store by the bus station in Chapala, they carry some specialty cements including high temp fireplace cement....

Have you tried Azule Concrete in Chapala. they are a large distributor. Bring a Spanish translation robot. Buy a cool tee shirt when you are there. Hydraulic cement usually has some sort of lime( cal) involved. May not be great for your fish.

As far as I know hydraulic cement is portland cement. I bought it at the large ferreteriamaterials in the middle of Ajijic on the Carretera
