I never really put much stock in public reviews, I prefer to get recommendations from friends and neighbors I know and trust.

What can happen with public bad reviews:

A. They are legitimate

B. The customer's behavior was rude, entitled or demanding and the business owner declined to deal with them or called them out on their behavior so the customer left a bad review in retaliation.

C. The customer has some vested interest in seeing the business fail.

With good reviews:

A. They are legitimate.

B. The customer is a friend of the owner and trying to make them look good.

Because any random person reading public reviews has no idea what the reviewer's motivation is, it's hard to trust that those reviews are accurate. If a business has 100 great reviews and one bad one, the bad one is probably a retaliation review. If the reviews are a pretty even mix of good and bad, you can assume that the service or product is inconsistent. But it would be foolish to take all public reviews as accurate, because they are written by strangers to you and are subjective.
