Telmex 30 MB vs. 150 MB internet service

I currently get 30 MB download during the daytime with my Telmex service, but many evenings it drops to 6 to 7 MB download, about 1/5 the speed. Telmex is advertising 150 MB download in my area and I’m considering it. But I first want to determine if the reduction in download speed in the evenings will be:

1.    Proportional to the service I have, that is paying for 150 MB download might result in approximately 1/5 the speed in the evenings (about 30 MB)?

2.    Or regardless of the service I pay for (30 MB vs. 150 MB), my speeds will be 6-7 MB download in the evenings?

This may not help and if not I apologize but have you noticed that the number of negative posts about ILOX have dropped off the radar?

I have the 300mb package and speed tests run at all times of the day are very close to that number. Also, in the past there were complaints of ILOX throttling download speeds but that too seems to have been lifted. I've seen downloads fly by at close to 40mb/sec which translates to a HD TV show completing in less than one minute. With Telmex (non-fiber), the same task would take close to an hour.

Just an observation.

My  300 service  ILOX in  SE SAT changed a few weeks ago and it is much more steady.  Also upload is 350 and download is 80.  Before it was all over the place. 

Something has changed.   Also I can make phone calls without dropping out and such.

You need fiber optic to get the good speeds, I have one account and get 200mbps and the other 60mbps, without fiber optic you get crappy speeds.
