They would possibly want a Federal No Antecedentes Penales which you get in Mexico City

The volunteer organization that needs it is based in New Zealand - for their use in approving volunteers worldwide.  I will be going to Costa Rica, when their borders open to residents of Mexico - hopefully January.  I’ll check with them if they need Federal.  Thanks!  By the way, I live in Chapala but cannot envision the “office on the lake side of the market.”  Do you mean the town hall across from the church?
