Sick tomato plant

Leaf miner. White maggots of a small fly that grow and feed inside the leaves.  Remove infected leaves immediately and put in garbage to try and break cycle. Keep soil at base of plant free of all debris.  If you can't get under control, may have to apply Malathion.

Thank you.  Don't want to use malathion on a veggie I will eat

i picked off all the infected leaves as you suggested

Yes it is leaf miner. I picked off the infected leaves and sprayed with a mixture of vegetable oil, dish soap and water as per Mr. Google

Google suggest 500ml of water with 2 ts of vegetable  oil and 1 ts dish soup.

That's an effective, non-toxic spray for many insects that attack vegetable plants. I used to use it on my plants for aphid control.
