Need to get a new driver's license but the Chapala office has been closed since March due to COVID-19. Anyone know if Ocotlan office is open? Or Guadalajara office?

Having a recently expired license isn't the problem here it is NOB.  I'd wait it out before I'd go to that GDL license office with its crowds.  No social distancing there.

You must have a state driver's license. The International is simply a translation, and must refer to a valid license, which must also be shown. It is not valid alone, or in the country where it was obtained.

Well, it could be useful if your license is in Arabic, Greek, or some other alphabet than Latin.

Bet there a lot of those here hahahaha    But actually they are easy to read Seems that drivers licenses are pretty much  the same everywhere

DL in most Arab countries are bilingual.  Been there, done that and used to rent a car in multiple countries.

That may be true in general. However, there are some European countries where the police require and international permit if you happen to be stopped by them. Rental companies aren't the problem. The police can be. At least that has been my personal experience. Maybe not all police are not bilingual and require the translation?
