I am pretty sure that Mexico's traffic engineers do not have drivers licenses or know how to drive or follow the traffic laws. Heck it may be requirement that they don't.

I know of Rotary Clubs in other areas in Mexico who are outfitting paramedic/first responder motorcycles. They carry the what they need for the preliminary response and can quickly respond, including situations in villages when the street is blocked by a propane truck, or the more remote areas where the roads make truck traffic difficult. They can zip through the traffic. Also much cheaper to operate so there can be several in an area, with a true ambulance only called out when needed,
