I agree with no check-in with INM when driving.  But when flying in you need a form to present to INM.

Said would be flying in.  The question is if they are driving out will be driving back or flying back?

When flying, it is the airline requirement for the FMM, in order to get a boarding pass. The airline is not concerned about your status beyond your legality.

I was told by the Chapala immigration office that even with permanente status, they require that you check in with immigration upon every entry or exit.

You are 100% correct as to the regulation.

The truth is many temporal or permanente holders don't bother when driving in or out because there is no record made by Mexico of those crossings by car unless you choose to stop at the immigration office.  And if you choose to stop sometimes the officials at border crossings don't have a clue.

I stopped and tried to give INM at the border the portion of the form that is required.  He didn't want it.  He finally relented and took the form then promptly threw it in the round file.  So much for that.  I've never stopped since 2014.

When Mexican citizens fly in or out we have an exit & entry form as well. Never seen it used at land crossings.

Is this new? I thought I just presented my pasaporte to Migra at the airport and they scanned it for veracity?

My wife, a Mexican National, doesn't need a FMM card to fly out of Mexico but does fill one out on the airplane when returning to Mexico.

It is a small green form. Haven't flown for 2 years so maybe discontinued. ??Before always were filled in before boarding pass issued, and upon entry to Migra with pasaporte

Should not fill out an FMM tourist visa. She should not pay on your airline ticket for the visa either assuming she has a Mexican passport.

Because he's flying in and having to get an FMM he will definitely need to turn it in on exit.  Driving in and out we have never bothered with it and the one time we tried we were told to forget about it.
