There is an off ramp from the autopista and from the free road you need to make a turn through Confradia. It is based a mostly agricultural based economy. If you are trying to find belt makers I would try asking locals in the plaza for local tallers. Probably all the work is done in private houses. I do remember seeing a dozen or so belts in a small store fronting the plaza.
