year after the administration of President Andrés Manuel López Obrador began, we have managed to lay the groundwork for the right to health of the entire population to be a reality.
Within this framework, the actions of the Mexican government have been oriented towards establishing a health system under the principles of universality, reducing inequality, combating corruption and improving public management, together with austerity measures that have contributed to the best management of public resources.
It was published on November 29, in the Official Gazette of the Federation (DOF), the Decree by which various provisions are reformed, added and repealed to the General Health Law and the Law of the National Institutes of Health, through the which is created the Institute of Health for Welfare (Insabi) that replaces the National Commission of Social Protection in Health, as of January 1, 2020 when said decree enters into force.

The challenge is to integrate the National Health System with the participation of the Mexican Institute of Social Security (IMSS), Institute of Social Security and Services of State Workers (Issste), medical services of the National Defense secretariats ( Sedena) and Marina Armada de México (Marina), as well as Petróleos Mexicanos (Pemex) and state systems, to avoid segmentation that is still in force. However, we are convinced in the renewed will to move towards a unified and strong health system, rooted in the person, in the family and in the population.

The approval in the Chamber of Deputies of the Opinion that reforms the General Health Law intends to provide health services free of charge to people without social security. (IMSS)

 Currently the Trust of the Social Protection System in Health / Catastrophic Expenses Protection Fund, pays to the health services of the 32 federal entities and private services, the high-specialty medical expenses that are generated by the care of 66 diseases of high cost , among which are oncological diseases, as established in articles 77 BIS 1, 77 BIS 2, 77 BIS 5, subsection A), section III, 77 BIS 17, 77 BIS 18 and 77 BIS 29 of the General Law of Health and its Regulation in the matter.

The approval in the Chamber of Deputies of the Opinion that reforms the General Health Law intends to provide free health services to people without social security (IMSS) as well as the creation of the Health Fund for Welfare as a Public Trust, where the sufferings will be taken care of without restrictions ; that is, there will be universal attention to all the diseases that generate catastrophic expenses, including all types of oncological conditions, as well as the clinical analysis, medications and other supplies required for the treatments. The supply of all the oncological medicines, including Methotrexate, is covered according to the sanitary (health) provisions of the country, which guarantees the quality and effectiveness of the medicine, to provide the best treatment.

Therefore, the medical care of patients will not be interrupted, since the regulations in the process of approval by the Legislative Power, foresee and guarantee the continuity in the care of the conditions that are currently in the process of care with clinical records.

In addition, the Law Initiative contemplates the extension of the spectrum of conditions covered so far. The transition to the new Institute of Health for Welfare will be carried out without affecting the medical services and medicines currently provided by public and private institutions, and in the framework of these reforms, services will be extended in favor of people.

According to several recent ( Mex Spanish ) newspaper articles, there will be some uncertainty ( as far as the rules of the new system ) in the first months of 2020, but

( from Jan 1st. ) Seguro Popular will be replaced  by INSABI, the new system, where there will be less limitations than with Seguro Popular ( more medication and more diseases covered ).  Present Seguro Popular members will automatically become INSABI members ( no action needed ).   Again.... This is what I read in recent Mexican newspaper articles.

So two different publications are basically saying two different things.... with respect to the SP hospital in Joco at least. That hospital is relatively new. What will it become now, a new restaurant?

I guess January 1 will bring the answer.... or not.

It is near impossible to imagine that any facility will close.  In fact there is a call for doctors & nurses who are willing to work in rural areas to apply.  So if anything there will be more clinics & hospitals in the future.

The Secretary of health is saying they hope to eventually integrate most or all of the current health systems (5 federal & various state) into the new INSABI system (Instituto Nacional de Salud y Bienestar   National Institute for Health and Welfare).  (Possibly IMSS & ISSSTE will remain but there are conflicting statements about that)

The outline of the health plan:

 The federal government will take the necessary actions to ensure that by 2024 all the inhabitants of Mexico can receive free medical and hospital care, including the supply of medicines and healing materials and clinical examinations.
This objective will be achieved through the creation of the Institute National Health for Welfare, which will serve throughout
the national territory to all persons not affiliated with IMSS or to the ISSSTE. The attention will be given in attention to the principles
of social participation, technical competence, medical quality, cultural relevance, non-discriminatory, dignified and human treatment.
• The fight against corruption will be permanent throughout The health sector.
• Public hospitals of the various hospitals will be dignified federal agencies.
• Disease prevention will be prioritized through awareness and insertion campaigns in school programs on nutrition issues, habits
healthy and sexual and reproductive health.
• A national information campaign will be launched About addictions
• Sports practices will be promoted in all its modalities

I new this was coming and switched to IMSS a few months ago, I am lucky my step daughter in now a Doctor. {I am so proud!}  She will see to it her papi is getting good treatment. . She has made many friends in the medical field.

This National Health Institute will replace the current Seguro Popular, which is currently focused on serving Mexicans who lack social security.

The President acknowledged that reforming the entire public health system will require special attention, so he will consult “with those who have experience, in particular attending to children”.

On December 14 of last year, López Obrador presented a health program to guarantee health care and free medicines for all citizens, and that would integrate all the institutions of the branch, federal, state and municipal.

And on April 9 he announced the creation of the National Institute of Health for Wellness, which will deal with "the care of those who have no chance of having insurance", estimated at 60 million people. [Seguro Popular has already 59,000,000 enrolled]

Currently, the IMSS and the ISSSTE are the main institutions in the country in charge of providing healthcare to the right-wing workers who have social insurance that is covered by worker-employer fees IMSS. They are joined by the federal employees social security institutes for workers ISSSTE.

Additionally, the IMSS will have a system (IMSS Wellness), which provides free medical services to more than 13 million Mexicans in marginalized rural and urban areas through 80 hospitals."

I wonder why the President doesn't propose a system similar to Canada, but also having private hospital and insurance...the complexity of the current and proposed  systems seems very discriminatory and band aid approach and still continues to favor people working for the government, Pemex and CFE etc. 

The people working for Federal Government in DF come before us commoners.

There are as many federal employees outside of CDMX than inside. There are ISSSTE clinics and hospitals everywhere. AMLO only changed the name of the Seguro Popular and nothing else and has tried to take credit for "creating" it overnight like magic. For many years and many times publically he denied it's existence. Just another politician of our present age conman. Don't believe what he says. Instead watch what he does.

Still say Federal employees in DF have the best hospitals & medical care. Ever seen the Pemex hospital??

Now show me the hospitals for federal employees in say Hermasillo, Mazatlan, Merida, etc etc.

True there are Federal employees everywhere. Unfortunatly when it comes to infrastructure the Federal government is very myopic. DF first then the rest of the country second and indigenous areas last.
