A case of awarding a contract to a "friend" ? Seems like a complete waste, not to mention the extreme danger of having to ride on the road along that stretch in the meantime. Contact the Jalisco Secretariat of Communications and Transportation in GDL and possibly someone might give you some information. For me, it´s not worth the bother.
