How &  where do you pay this tax on a used car? Is there a form to fill out? Would the new owners pay when they register the vehicle? Does this apply to two private parties. I 'm guessing that the new owners would want to put as a low a value as possible on the vehicle. Would someone contest a very low price?

Intervals addressed the ow balling question. The transactions are carried out at the office where you obtain your yearly renewal sticker

Intercasa gave the answer, along with the chart of the tax liability.

The transaction and payment is accomplished at the office of the Recaudadora; the taxing agency and vehicle registry, ie, the recording office. In Chapala, it is located at the east end of Degollado.  It is wise to go there with the seller and buyer both present to insure that all paperwork is presented, and that there are no outstanding liens or tickets, before turning over any cash.

What if the seller is out of the country already?

It probably would not be a problem. Only the buyer has to go to register the vehicle.

It isn't clear how the value of the vehicle is established for tax purposes.

If I were the seller I would want to go to make sure the buyer actually completes the transaction...if not and he is in a accident the car is still in your name!!

I think Intercasa provided the formula..or not????

Yes, there is a formula but I'm told it often isn't used. People go much lower with various excuses.
