As far as I know, a right turn on red has always been prohibited, unless there is a sign specifically permitting it.  There was such a sign at the intersection of Madero, turning right, westbound, onto Hidalgo, in Chapala. It may still be there (In Spanish, of course).

As far as I know, a right on red after a complete stop has been legal in all Mexican states for ten plus years, unless there is a sign specifically prohibiting it.

If you need to see it, the Jalisco government does have a website, where you may read page after page of explicit details on traffic laws. I did that once, just for practice. Yes, it is tedious, but the information you seek is there in very clear Spanish.  👀

Article 111 of the regulations to the transit law state right on red is ok

h) La vuelta a la derecha es permitida, aún con semáforo en alto, con precaución, y dando siempre la prelación a los vehículos que circulan con la luz de semáforo en verde, previo alto total y otorgando preferencia a los peatones y ciclistas;

 La vuelta a la izquierda está prohibida, salvo en los casos de que se provenga e ingrese a calles de un solo sentido de circulación, con las mismas restricciones y precauciones que la vuelta a la derecha, y cuando exista señalamiento expreso que lo permita
