What's needed to bring down a small dog from the states

Rabies shot within a few days of crossing the border, and a letter from the veterinarian, specifying that the animal is free of internal and external parasites and that the vet has treated him for fleas woit Frontline. Must be original and on a professional letterhead.

I would not trust the airline to have the most current info on bringing pets to Mexico.  The paperwork and all vaccinations must be exact. https://www.gob.mx/senasica/acciones-y-programas/importaciones  Unfortunately this link to the government website is only in Spanish but it details all the requirements.

If you have a problem at the airport upon arrival,, be prepared to call a local vet who will travel to the airport and sort thru the problems.  We called Ladrone on a Sunday and they showed up to perform an exam and confirm the pet was safe, but it was not cheap.  The vet will be allowed to enter the secure area where your friend and their pet is located.

During this ordeal we had a three hour wait in the airport.  You will not be allowed to enter the area where you friend and their pet is located.  Confirm that you and your friend can communicate by cel phone.  This has only happened once to us, but best to be prepared because the process is a PITA.  

Interjet is pet friendly if you are looking for a good airline, much more pet friendly than Volaris.  Hope it goes well for you.

just a note, for 4 years we traveled to the states and back here every 4 months to share taking care of my mother.  We had 2 dogs, one US dog, one Mex street dog.  Thats 14 crossings.  NOT ONCE did any checkpoint US or Mex ever even ask to see our papers let alone look at them.  So funny.  But im told flying is very different.

We have crossed more than 50 times by land and always with pets.  Only asked one time to see papers at Laredo Colombia bridge.  Flying in with pets only about 4 times and problems only once when we misplaced the proper documentation from Ladrone.  So we were at fault.  At the airport there were two other expats waiting for a vet besides us.

Flying is very different.  In the Guadalajara airport they went through my forms line by line to make sure everything was correct.  The procedure was exactly the same on two different occasions.

Make sure they have the international certificate filled out by a US vet so earlier than a couple days prior to travel. Also it has to be completely typed save for the vets signature and date. Also has to say "free of internal and external parasites. Also suggest one of the 6 mo flea and tick collars with the dated receipt.
