Help with long distance calls

Ive tried everything and nothing works.I'm new to calling in Mexico.I need to call my old home in Costa Rica.Im using a Telcel mobile phone.I"ve tried dialing 00 then Costa Rica country code 506 then the number.Regardless what number I call in CR I get a recording saying it's busy.Does anyone know what Im doing wrong?On the same subject my family cant call me from the U.S. to my cell phone.I have no problem calling the U.S. from here on my cell.I'm really anxious to find a solution

There seems to be a difference between calling a land line and calling a costa rican cell phone  -

 How to call a Costa Rica mobile phone:

00 - Mexico exit code to dial first when calling international
506 - Costa Rica country code must be dialed next
Mobile Code** - Costa Rica mobile code must be dialed next        

Mobile Code Mobile Provider
3 --
8 Instituto Costarricense de Electricidad

00 + 506 + Mobile Code** + Local Number - Overall dialing format

Interesting to see that written out. Telcel would do us all a big favor if they gave a handout with all the ins and outs of phoning various places and phone companies from a cell phone. I have tried drawing up one but I'm sure I have missed some things.
