Technically law does require it as law says that vehicles in Jalisco for more than 6 months must follow rules.

Coming from the east a few blocks after you pass the Pemex on the right in Jocotepec you come to a traffic light where you turn left. After a few blocks the main route takes a right at Cuba (orange colored building) restaurant and you will be on Vincente Guerrero (this is the old highway route though Jocotepec)
Go west on Vicente Guerrero after 0.7 kilometers there is a light and the CFE building is kitty corner. Keep going on VG. You will come to a second light. The Verificacion place is on the right 0.3 km. past this last light (just before a small bridge).
