This is a good article about the whys and wherefores of the cohetes.  The end is the federal law.  Although it is a couple years old it does explain how entrenched the tradition is all over Mexico.

The numbers shot off just in San Miguel are shocking, they claim up to 400,000 per year.  That is big business, these things aren't cheap.

Although the article has a lot of anti-foreigner comment before the end, it is also illustrative about the tradition behind it.

This is the style I have come to know that is used lakeside. They shoot fairly high and then explode.
