I don't know laws about what notaries in Mexico can and can't notarize but I do know from personal experience that notaries in the US must be able to read and understand any document they notarize. I found this out when needing to have a document written in Spanish notarized to send to Colombia. The noted at one bank branch called other branches to find a Spanish speaking notary for me. I then notice it has to be notarized hopefully only one stamp at top. I am not so sure has to be a US notary it just has to be a stamp showing they are a notary. What was the place that was pictured.
