The Mexican Notario can do it legally, by treaty with the USA. We have done that for a real estate transaction in the USA, while we were in Mexico.  No problem.  However, if you ask beforehand, you may create a problem, depending on who you ask.

If you use a US notary public who just happens to be in Mexico, it will not be legal, but it may be accepted.  Should it be contested; you lose!

You can use Mexican notary but then many request an apostille after.

When we need something notarized it's for a serious issue so we always use the notaries from the Consulate. Just my two cents. :)
