Question about billing with water meters

We currently pay a flat rate one time per year for water and sewer service.  If we are switched to a water meter, how often is that billed and what is the billing process?  Would that be the same in Riberas where friends live?  They have a meter but also have only been paying once per year.

It is exactly the same. They estimate what your reading should be the first time and you pay in advance. Come the following year you will either pay more if your actual usage is more or in my case the actual amount I used was less, so they estimated I would use less and billed me for that usage minus what I overpaid the year before.

If I used more water than originally estimate, then my new estimated payment would include not only the cost of service estimated for the next year but also the amount you underpaid the year before

I also paid a year in advance in Chapala.  They come around and read the meter every month and leave a statement of usage in the mailbox so I know where I am at.
