Go to Google Maps or another map service and search for Mexican Consulate Laredo and you will have a great map to guide you.

https://www.google.com.mx/maps/place/Consulate+General+of+Mexico/@27.505871,-99.5140341,17z/data=!3m1!4b1!4m5!3m4!1s0x8661218809bbc1b7:0xe3686d18f690d876!8m2!3d27.5058663!4d-99.5118454?hl=en

The OP asked for INM in Nuevo, not the Mexican Consulate in Laredo.

Anybody have turn by turn directions to the INM in Nuevo Laredo coming south off bridge number 2.

The easiest way (in addition to using a map program) is:  when you cross over Bridge II south on Calle Leandro Valle, after a few blocks follow the green signs to Monterrey and Blvd. Luis Donaldo Colosio which will have you turn left; then follow the Monterrey signs and the blue Modulo CIITEV (Car Permits) road signs on a one-way street for several blocks. You will then veer right onto Blvd. Colosio  and should quickly get in the left lane where the blue sign will have you do a U-turn (but do this u-turn onto the 2-way lateral across Colosio. Following this lateral 4-500 yards will get you to the INM building (which is basically underneath/between Bridge I and Bridge II) right off the river... on your left.

Afterwards, you will retrace your steps on the lateral back to Blvd Colosio staying on it for 6-7 miles until you intersect Hiway 85 south towards Monterrey.

When you come out of the red light/green light check point you curve to the right. Take the very first left turn and stay straight for about 2-3 blocks, when you run into the by-pass (Luis  Donaldo .Colosio). Turn right and move to the left lane. At the  signal light (down about 400 yards), make that U-turn on the left arrow and move to the lateral. Continue straight, cross under Bridge II, and turn left into the second (Largest) parking lot(there is a gate with a little storage shed and only one lane is usually open). Park somewhere in the middle, and INM is the door at the far left. Return the same way you entered the parking lotl, except at the signal light, go straight and follow signs to Monterrey.

Thanks to both the "echoers". Using the imaging on Google maps I can see exactly where to go now. What was confusing me is that the only other time we crossed at bridge #2, we had no idea where Migracion was and, following our gps, we wound up at Migracion at bridge number 1. Now that was an interesting little journey through NL!

Sure it is, but getting there by the alternative route is quite a bit different, as she/he said. :D
