seems clear to me that the sign says lease/collar but common sense says must use both, what good does it do if dog has a collar , it cant be under control.as required by law. people just using the sign as an excuse and hope that they start to obey the law.

high energy dogs are the worst culprits of intimidating folk.

i hope they get this poisoner quickly  terrible treatment of dogs and animals in general.

Unfortunately, this is something that's been happening for many, many years, and not just in Mexico.  I remember a huge rash of dog poisonings in Toronto many years ago, and the perpetrator was leaving poison meat right inside the dog parks!  The only safe place to let your dog run totally free is in your own backyard.  I understand that some 'high-energy' dogs need to exercise frequently, but all it takes is one small bite of poison.  I hate to see the dogs pay the price, just because their owners think they're doing them a favour by letting them run loose.

I hope the people responsible for this are caught and punished to the fullest extent of the law!  In the meantime, please, if you love your dog, keep it on a leash at all times when it's not at home.

Three more dogs were poisoned today on Calle Juarez.  One is currently fighting for it's life.  That brings the total to 8 this month.  I understand there were 16 murdered in August for a grand total of 24.  The police think it is a gringo because the poison used is expensive.

An update on what I know from the authorities etc.

I informed Alfredo Gutierreza (Ecología) and his boss Rafa Aguilar of the latest poisonings. He wants to emphasize that those affected HAVE TO GO TO THE MINESTERIO PUBLICO to fill out the forms, regardless of how we feel about the cumbersome process.  The reason is that once we catch the poisoner, we have a paper trail and can add all the dogs to the same ´demanda´, thus increasing the punishment that the law provides. Also (FREEZE  THE DOG with the only vet in town, Ladron de Guevarra) who has the facilities.  Once the SEMEFEO determines that the dog was poisoned, and what kind of poison it is, we have material EVIDENCE.  If you see poison or your dog is poisoned call Alfredo IMMEDIATELY at 331-101-1280.

I also met with Manuel Jacoban, from the local Mexican newspaper Semanario de la Laguna, who is interested not only in reporting the facts, but also investigating the incidents.  Memo, the vet, told me that the individual who poisoned dogs in the same way a few years ago, used to drink all the time at El Barco. We went there today to ask the owner and the ´regulars´, but although they remembered him, no one remembered his name.

The lawyer for animal abuse, Mayra Ortiz, is a specialist in these matters and I believe part of the money we have raised (13000 pesos at last count) can be used to pay her fees for filing the ´demanda´etc.

I believe if we all act together in a coherent way, we can find this individual and get him away from this community in one way or another.  If he is a foreigner, then warning his hometown newspaper will be the next step, if he gets deported. He is dangerous and is escalating.

Remember that the Ministerio Publico is at LCS twice a month, with a fluent English speaking official as well. The next scheduled visit is on Wednesday, October 26th from 10 am - 2 pm in the Talking Book room off the main back patio.  Come early as if no one is waiting, they don't stay until 2 pm.

Everyone's retirement and life is compromised by this criminal.

Mexican dogs, have enjoyed being off leash 

for many years, long before we sought out a retirement haven.

That said, no animal, should be killed in this manner.

This is a HATE crime.

Dogs are being killed even if on leash or in their yard.  

No one has the right to forever change lives.  This is a permanent scar for those who have lost.  Some do not recover.  Lives are destroyed.

The crimes include the following:

Poisonings of leash, which gobbled up the killers poison.

Poisonings of dogs which were in remote/unpopulated areas.

Poisonings of dogs in their own yard.

As follows are JUST two, of many examples:

 First post: I was just about to post a new thread and then found yours so I will put the info here. I saw a lady making a post on the bulletin board at Superlake for a 10,000 pesos reward to catch the poisoner. my taxi driver picked me up and made the translation......then the taxi driver told me his mother's little dog was poisoned yesterday AT HER HOME AND IN HER YARD. The little dog was also pregnant with puppies. His mother lives on Colon one block up from the carrateria. The poisoner thew meat in the yard. She took the dog to a vet and he confirmed the dog was poisoned. If this person is psycho he/she could soon graduate from animals to humans.
 
Second Post: A friend mechanic got two dogs poisoned to by Galeana street, just a week ago, the dogs were inside his workshop, someone threw poisoned meet... he told me that same thing happend to another of his dogs last year... this monster is just having fun!

Are the Ministerio Publico officials, whom attend LCS, are able to process this report for pet poisonings?  Or, is their another purpose for that visit to LCS?  

Maybe we can speak to officials, to include this in the services during that twice a month visit.  If informed and understanding what must be filed, this could be beneficial to our community, and minimize obstacles to filing that required report.

Many Mexicans can not afford to pay for licenses. If forced to get one, I concerned they will just dump their dogs and there will be more street dogs.

From the LCS website - ALL crimes can be reported at LCS rather than Chapala - two days a month.

Ministerio Publico
Wednesday, October 26, 10:00 AM - 2:00 PM in the LCS Talking Books Library.


Now, you can file a denuncia (formal complaint) at LCS with a bilingual lawyer from Ministerio Publico.

The Attorney GeneralÂ’s office is asking all community members who need to file or follow up on a denuncia regarding a crime to come to LCS and do it. They will provide legal advice regarding your complaint.

In the eyes of the officials if a crime goes unreported, it didn't happen. Be part of the solution, report all CRIMES!You need to show up early because once the waiting line becomes zero, they leave.

another excuse to put out the collection cup. if reporting will help, then you can indict. (after its on camera). so who gets to keep the reward $ if the person isnt found?

Dog poisoning has been going on for years. Unless caught in the act it is difficult to do snyhthing.  Even then I personally know of someone caught on camera  throwing poisoned meat over a wall on someone's property.  This went to court  and the judge wanted to put this person in jail. The problem was the owner of the dog was fearful of how his neighbor would be once he gets out of jail. So nothing happened.

it is a bad situation but caution must be taken with the pets.
