Who is eligible?

It is an open system, allowing non-nationals who hold temporary and permanent resident visas. Those holding Turista visas (up to 180 days permitted in Mexico) or who are in the country illegally are not eligible.

ENT has passed a lot of Federal money into Seguros Popular, from what I understand, there is a bit of a membership drive right now. He will, of course, use this as election fodder, and shows he is willing to cooperate with other political parties on major issues.

It might be good advice to get on board with SP before things start to change. People more in the know, please pipe up. Also, what is the senior 64 coverage all about?

For  those with tourist visas wondering if you can obtain SP membership, I talked with SP today who said a CURP card is needed. I then asked Spencer`s office if  one can get a CURP card with a tourist visa and they said a Temporal or Permanente status is needed. So actual facts: you need a Temporal or Permanente status to get Segura Popular membership. No need to reply or comment on this post, I`m just putting it here for benefit of others, thanks.

If you really want to find out how Seguro Popular works, you can wade through this Guadalajara website for Seguros Hospital. This also shows the other side of public medicine my Doctor was talking about - every procedure, or benefit has to be documented. I imagine this would be difficult in an emergency situation. For scheduled surgery, I don't think there would not be any problem, good equipment, proper specialists, it will be very clear what you might choose to pay or not -they would have processed your paperwork at that time.

This website hasn't been updated for some time, it does mention the early days when the charity hospitals  were founded to treat the poor. I hope I get my message across that the new Seguro Popular is being revitalized. It is political as heck, as in re elect my party because we are the ones who deliver on good jobs, smiling babies and happy families. It sounds cynical, but this is a key voting demographic in Mexico, and so what, it leaves a legacy for many years to come. What politician doesn't want to be seen cutting a ribbon. Right now the hospital and Bomberos are holding a fund raiser to equipt a children's burn unit.

The President of Mexico has invited retirees, even foreign born ones, to join the system, as long as they are resident in Mexico.

Ok sports fans, only temp and permanent residents can get CURP numbers which are a requirement for SP, tourists cannot therefore tourists cannot get SP although... I bet I could get a federal court to grant it to someone although attorney fees may not make it feasible.

Nothing to do with CURP. Not sure why anyone is suggesting so. The requirements state: Acta de nacimiento o CURP de cada integrante de la familia

But also states: Residir en el territorio nacional

Why would anyone expect as a tourist to come to Mexico and get free healthcare????? 

Mexico is already one of the easiest countries in the world for an expat to live full time legally.

A tourist with a life threatening emergency can go to the emergency at any Seguro Popular hospital for treatment without any residency documents. They will sign people up without the proper documents for 90 days as an emergency case only. I don´t know how much they will be charged for this service.

1. The issue is about membership.

2. Agree, what you state is true but yes will be charged and applies to other hospitals. All hospitals by law must stabilize a patient.

Starting to sound like it´s crazy to pay so much for IMSS when SP is apparently FREE ! A friend was looking everywhere for health insurance, but due to a pre existing condition, could not get anything, even after asking medical insurance experts so he was packing to return back to Canada, when someone told him about SP. I still find this hard to believe that pre existing doesn´t affect anything and the cost is FREE ... seriously?!

Cost is determined as to how one answers questions as per my web site.

In 5 years I have signed up close to 1000 expats. No one has paid. SP wants as many members as possible as they get funding from state and feds based on enrollment. In SMA SP takes a bus out to the numerous small communities to sign up new members. I have been invited to meetings with senior staff and work closely with manager to increase membership by expats. Most expats never abuse the system and seldom use it for minor health issues. Currently over 57 million members. SP hospitals are called Hospital General and have 1 in SMA in addition to another hospital here and one under construction.

Up to and including Decil 4 no cost to join. Your Decil will also determine cost for surgery. For example while Decil 4 (the highest level for free membership) if you had back surgery you would pay for the devices such as rods etc. but not the specialists, hospital stay, X-Rays etc. 

If you have maids, gardeners, friends and their families with no healthcare please encourage and assist then in joining. Pass it forward.

Maybe some day the US will be so accommodating.

Not true. There is a charge to sign up depending on how you answer questions. Below is the annual fee.

There is no merger of the 2 systems. They are sharing treatments in areas/cities where they have one treatment available in one system but not the other system. They are not offering each system to have treatment for the same complicated treatment -cancer treatment - open heart surgery - knee replacement- etc.  if it is not already there in the future. An ecomomic policy to cut costs, I presume. Your system still gets billed when you use the system you are not a member of. 2 sperarte systems with different rules and membership sign ups and IMSS has exclusions and waiting periods for some illnesses but still funded with federal and state tax dollars but IMMS collects membership fees from employers and individuals whereas SP  allows whole famiies and thier dependants membership enrollment free for 98% of its members which it was designed from the beginning to do. It doesn´t matter how many family members and dependants there are only the head of household gets billed a yearly fee not individuals.

Well, this certainly makes it clear--NOT.  What are the questions and how are they ranked?  If you rank in V thru IX what is the percentage of fees for services expected from the patient?

It is really quite simple when you understand what they ask. Renters don´t pay. Pensioners don´t pay. Head of households and their whole family and dependants with 1 residence don´t pay unless it´s value is in many multi millions of pesos and even then might not pay anythng, it depends on other questions and how they answer them. Families with a dependant/s 60 and over are enrolled for free. Any investment/commercial/rental property/RV´s, vacation property, boats, that are paid off, etc. valued in the millions of pesos that the head of house states he/she has might put them on the yearly fee payment plan. Business owners and professionals might pay if their yearly income is high but again depending on other questions and how they answer them.  If not well off and disclosing it verbally when enrolling when they ask the the head of household their own financial and living conditions questionare it will be free and is free at present for about 98% of the families, so far. There is no percentage of fees only a yearly enrollment fee if applicable for a 3 year contract that doesn´t change until you renew after 3 years and are given the verbal questionare again.

I suggest you go and ask SP with that attitude. Point was, contrary to what you stated there are fees based on how you answer questions some of which are on my web site. Pensioners can pay with home ownership, having a car, high education but it is all variables.

I was thinking after I posted the above that Mexican National pensioners don´t pay at the IMSS but wasn´t sure about at the SP and was going to add this to that post..

All I can reply with is I know several Mexicans who pay a portion of the fees for services they get.  I frankly don't know if they paid a fee to sign up; that's not been my question all along. I've been trying to get an answer as to what percentage or flat fee is levied against the patient for surgery, MRIs, etc.  If you don't know the answer Sonia, please state that.  Many of your answers seem evasive as if you don't want people to know that in addition to a possible fee to sign up with SP they will possibly also have to pay a fee for their services with SP.  If you don't like my attitude, please answer my questions or state that you don't know.
