I have a friend who has been told that she can come here next year, go to the INM

in Chapala and apply for a 1 year temporal, she is under the impression that it is free

can someone tell me the exact price of a 1 year application, thanks in advance

You don't apply in Mexico ..... you apply at a Mexican Consulate.  You do finish the process with INM here.

Your friend has been listening to bad advice. There are strict financial qualifications that she must meet, and prove, to the Mexican consulate in her home country of residence. Once done and approved, she may go to Mexico within six months, then report to INM with proof of residence within 30 days of crossing the border. The process will take some weeks with the fees that Sparks mentioned.
