Technically, you need a permit from COFEPRIS that is supposed to accompany each and every shipment.

It's called a Permiso Sanitario de Importación de Medicamentos Destinados a Uso​ Personal.

COFEPRIS is Mexico's Federal Commission for Protection Against Health Risks. This agency mandates that Mexican Customs (Aduana) seize any package sent through the Mexican Post Office containing medications, or medical equipment or devices, that is not accompanied by the permit mentioned above.

That said, lots of shipments whose contents are labeled "Supplements" seem to make it through when sent via the Post Office; almost never when sent via a courier service like UPS, FedEx, DHL, etc.
