Can anyone tell me whether these two words are interchangeable in all circumstances?

Not always but usually they are interchangeable.

Jefe can mean father,boss,chief,comandante,etc.

Most likely they would be used this way.....

Jefe in employment or participation in organizations, public or private, where there is a formal hierarchal or command structure.

Patron in informal employment such as domestic help, handyman, small construction projects that are in the underground economy, or small businesses with few employees.

As CB said they are often often used interchangeably. Just don't forget that there are sometimes "jefas and patronas". LOL

....or,another way.... jefes give orders.....patrones pay wages.

Well, I am not a lawyer, but "Patrón", could be a big organization or a small one (termino legal, no importa el número de trabajadores)... and people use for example "jefa" as "mother", but that is a regional use... so the context is VERY important, so you can learn spanish from México or for example from España... so I was just referring to a local use...
