You take a taxi from the airport and they drop you off at the taxi stand on the sidewalk about 1 block from the entrance to the US border crossing enclosed área at San Ysidro. There you walk about 1/2 way and will see a pedestrian metal bridge with stairs going up and across over the traffic lanes below. On the other side down the stairs go towards the border about 1000 yards and the small INM office is there. Another poster stated the INM now have a very small office on the sidewalk where the taxi drops you off but I did not see it and did not know about it so really wasn´t looking for it. At the Otay Mesa border crossing the INM office is right where ADUANA and INM buildings are when driving or walking into Mexico. They have a driveway and small parking lot from the main blvd. called Belles Artes and have it marked well ADUANA on the right side parallel to the traffic lanes entering Mexico when you drive across the border 1 block from the inspection área. If a taxi takes you they will drop you off at this spot as it is a taxi stand for people entering Mexico. If you don´t tell them to go there they will drop you off at the sidewalk for people leaving Mexico and you have to walk across the crosswalk painted on the traffic lanes to the other side which is no problem either. Traditionally the Otay Mesa crossing time for pedestrians is shorter however the bus and taxi to get out of there on the US side costs more for taxis and bus service is not great. On the way back the ticket agent said we needed to stop at the customs booth at the airport to get a visa and pp stamp. when we showed her our permanetes she said customs was not necessary, gave us our boarding passes and we left. much faster and easier getting back into MX than leaving.
