It seems that Uber is not avoiding anything. Any rule or tax avoidance would be done by individual (Mexican) drivers. It is up to them to comply with local rules, not me to enforce them. If if is important to someone that the car they are in has an additional license I guess they should not use that service, I only require that the vehicle be safe and hopefully clean, the driver sober, and that I reach my destination.
