ComputerGuy
All I can tell you is, after having not used the machine for a couple of years, I had to get some money out with my new chip card. Because I didn't know what my withdrawal limit was from this particular machine, I started with a high number, and kept working my way down until I hit the sweet spot. It would refuse to recognize my card except under two circumstances: one, if I inserted it, pulled it, and reinserted, and two: if, following a transaction, I pulled it and let it sit for 10 or 15 seconds. Which means it is still calculating and communicating with its external sources, and if you move too fast, it is not reacting in time. So yes, it "cools down from its confusion", as far as I'm concerned. And that's what it is.
