Leaving Mexico Without Turning In Lower FMM?

Is there a penalty, fine or negative consequences if someone leaves Mexico on foot crossing in Tijuana without having turned in the lower portion of the FMM form to immigration for lack of finding Mexican immigration while exiting and then returns by plane from US to Guadalajara? Has this happened to anyone?

What could one expect from immigration re-entering at airport as a residente permanente in this scenario? Could this jeopardize status as Residente Permanente?

Any thoughts on this Spencer?

It appears you went to INM at the Guadalajara airport and told them you were leaving Mexico. They gave you a FMM and kept half assuming you were taking an international flight, not a national flight to TJ. They did not ask to see your ticket. You then flew to TJ and crossed on foot.

Or did you get a FMM form and fill it out yourself and keep both halves?

You plan to fly back to Guadalajara on an international flight. That is where you will turn in the other half of the FMM you have when you land. All is good to go as far as I see it if the INM have the other half already.

If you took a national flight to TJ technically you should stop at the border INM office in TJ and tell them you are leaving Mexico and get a FMM from them and they will keep half. Then when landing at any airport in Mexico on an international flight give the INM there the other half.

Two different sets of friends had left Mexico without turning in the half of their FMM, both re-entering Mexico in the past 6 months. One set had left Mexico over a year before. The INM computer checks of their passports and INM visas turned up their prior exits from Mexico without turning in the ½-FMM. Both were scolded, one had to wait 30 minutes at the airport, the other had to wait almost 2 hours at the border, but both were ultimately allowed to enter with no penalties. One was a residente temporal, the other had a visitante visa.

If traveling back into Mexico by air and have lost the other half of your FMM, no big deal. The immigration guy that checks you into the country will give you another form to fill out and he will keep half and you can throw the other half away. As long as at each end of your trip there is a piece of paper for the immigration official, they are happy. Makes no difference where or when you fill it out.
