Probably some bug is nipping them off. Put some deterrent powder or spray on the plant.

This has happened with my Bauhinia tree and several of my hibiscus.

Thanks to all for your comments/suggestions. I have felt that the plant was neither overwatered or underwatered, and the soil has a lot of jal mixed in and therefore provides good drainage. However, I'm going to let it dry out a bit and see what happens, and it's been awhile since I've sprayed for insects, which I will do this week.
