The link below is for a first-time license. "Requisitos" are what you need to bring with you. Along with those documents, you'll need to know your blood-type, and you'll need to pass an eye exam (frighteningly easy), a 20-question written test on the computer which is multiple choice in Spanish, and a driving test. In the past the driver's test, as administered in Chapala, has been known to be rigged so that you are guaranteed to fail. (I didn't experience this problem, but many others have.) How professionally the office is being run at any time seems to change on a regular basis. Some people prefer to simply donate to the Annual Policeman's Charity Ball just to get the process over with. Evidently it all depends on how that office is being operated whenever you happen to go. But Christmas does loom and is coming up soon...ho ho ho.
