Texas Gov. to send 1000 National Guard to protect the border in Texas.

"Texas Gov. Rick Perry announced plans to send up to 1,000 National Guard troops to the border state with Mexico within 30 days, arguing that the Obama administration has failed to maintain a safe state.

The Republican Perry said troops will be integrated into a program of implementation of existing state law called Operation Strong Safety, aimed at preventing criminal activity by Mexican cartels on the border. The measure is necessary, he said, because federal Border Patrol agents have been overwhelmed and distracted by an increase of unaccompanied minors who have illegally entered the United States."

It is not political, it is reporting the facts with the reasoning behind the decision. When they shoot a few women and children, there will be more facts to report. :(

However, I hear that the troops are not allowed to confront, arrest or touch the migrants. So, what is to be accomplished unless they are handing out food and water, blankets and transport to shelters?

What does it say on the Statue of Liberty? Remember?

The Central Americans who are crossing are turning themselves in to the first official looking people they see. The National Guard cannot arrest or fire upon anyone on U.S. soil so I don't know what good they are except as escorts for the illegals and helping out the border officials. I guess someone didn't tell Perry that as governor he can dispatch the National Guard and he doesn't need to ask POTUS. During Vietnam a some governors refused federal requests for the states' National Guard to go to Vietnam. The governors said, "No" and the National Guard did not go to Vietnam.

The following is what is written on the tablet of the Statue of Liberty; It seems that many have forgotten where their ancestors came from. I agree with you 100% RV.

Not like the brazen giant of Greek fame,

With conquering limbs astride from land to land;

Here at our sea-washed, sunset gates shall stand

A mighty woman with a torch, whose flame

Is the imprisoned lightning, and her name

Mother of Exiles. From her beacon-hand

Glows world-wide welcome; her mild eyes command

The air-bridged harbor that twin cities frame.

"Keep, ancient lands, your storied pomp!" cries she

With silent lips. "Give me your tired, your poor,

Your huddled masses yearning to breathe free,

The wretched refuse of your teeming shore.

Send these, the homeless, tempest-tost to me,

I lift my lamp beside the golden door!"

Nice sentiments on the Lady, but much ignored in the reality of how immigrants have always been treated unless they arrived on First Class means of transportation. Ellis Island was a place of humiliation where the officials didn't even know how to spell many European or other foreign names, let alone communicate with the arrivals.

The posters on this thread remind me of how kids act when they know there's something they've been told not to touch: they edge up to it, reach a finger out, touch and then see how far they can go before the authority figure lowers the boom. Why do that? This entire topic has to do with the U.S.A. and its political practices and nothing to do with expat life in Mexico, si?

gringal, im w/you on this one. most of the commenters know little about this, the rhetoric has little to do w/the situation. ( except ellis island- pleasssseee. they had drs, quarantined sick people for the safety of our citizens, not a bad thing). there are 100's of forums/articals out there to comment. (all sides of the coins). ive been most impressed w/the reports from allen west. as you said this is a "USA" issue. the migrants (very few mexicans & that not a high % of minors) have been given a 72 hour permit to travel through mex. since they are not in chapala guad area, its a non subject. well said on your part.

Here's a documentary produced by Al Jazeera in 2012, showing what it takes to cross Mexico from the southern to northern borders.

Across Mexico: Chasing an impossible dream
Latin American migrants risk life and limb to reach the US border in search of the American dream.

I would be most people (regardless of political affiliation) have no objection to people coming into the country. I think (I'm sure hardly anyone will agree with me as we have been trained to be controlled) God gave us the earth to occupy. He didn't say that you could only live in a certain portion, or that man should have dominion over man and a few should decide where people are to live.

I think the controversy is over the fact that when they come, our taxes pay for their expenses (medical and others) and the more come the higher the tax bill, so it's really about money taken by force via taxes, then spent oin ways in which people disagree.

alex that was 2012, you lag behind its 2014. they HAVE permits from mex for 72 hrs transit, southern border is open. it was arranged w/ guatamala & US. there were ads for escorts in january (the gov websight) for the minors, it has been going on bigtime since last october. we know who took those jobs. statue of lib didnt have that in mind. but what ever, this is politics. (U.S. POLITICS). the only "mex related" issue here is the permit & travel through. too bad children & mothers have to be used in this way, as it wasnt exactly a good travel situation for most. whatever. im sure everyone will be just fine.

hookem, most people live in a time warp. as i said they lag behind. this is very different from legal immigration. a slap in the face to the 1000s of hispanics who are waiting for papers. this is also not about refugees in most cases. even though i am here @the moment, i am helping my country. (actually the last state i lived in). in any event: welcome to the n. american union. (& that DOES relate to mexico). we may win some battles but will lose the war.

The question I ask is why do "so many" of you expats bitch and moan when the tapatios and Mexican come to Ajijic to party or live or visit "to much traffic, to many people, to much loud music and on and on. Anytime something changes your little world you are the first to complain.

Illegals crossing the US border is not the same but maybe, you should have the same level of patience or indifference the next time it takes 30 minutes to drive across town on Saturday??

The origin of Miss Liberty is from another time, another era in the History of the USA. Times have really changed. No longer is there a need to "populate the vast empty areas of the USA". There are communities and cities and farmland, and there are over 400 million people now, so no longer is there a need for more immigrants, certainly not illegals.

Communities have services that their citizens have worked for and paid for, and allowing illegals to access these facilities is a slap in the face to those law abiding Americans who have worked so hard to create these improvements for their families and grandchildren. The USA can not save the world. Easy for people to sit here in another country and bad mouth the USA. Takes courage to live there and fight for what you have worked your whole live for to improve your lot and the lot of your descendants.

Illegals pay Social Security taxes from which they can never benefit and if they stop paying that will hurt those who collect SS.

http://www.nydailynews.com/new-york/study-estimates-illegal-immigrants-paid-11-2b-taxes-year-ge-paid-zero-article-1.113569

Study estimates that illegal immigrants paid $11.2B in taxes last year, unlike GE, which paid zero

I bet most of you didn't know undocumented immigrants contributed more - much more - to the national treasury last year than General Electric. Surprised? Yet it's true.
While GE - which earned a whopping $14 billion last year - is reported to have paid nothing, nada, zero in taxes (GE denies it), the undocumented paid billions in state and local taxes in 2010.

http://www.itep.org/immigration/

• Undocumented immigrants currently contribute significantly to state and local taxes, collectively paying an estimated $10.6 billion in 2010 with contributions ranging from less than $2 million in Montana to more than $2.2 billion in California. This means these families are likely paying about 6.4 percent on average of their income in state and local taxes.

• Allowing undocumented immigrants to work in the United States legally would increase their state and local tax contributions by an estimated $2 billion a year. Their effective state and local tax rate would also increase to 7 percent on average, which would put their tax contributions more in line with documented taxpayers with similar incomes.

Illegals pay taxes and rarely benefit but their low wages and the taxes they pay benefit the U.S.

Death and taxes... inevitable.

Do foreigners living in Mexico pay their own way? or do they use more in services and amenities than the taxes they pay?

People complain about supposed additional unpaid expenses caused by "illegal" foreigners in the USA, while legal "foreigners" in Mexico may actually use more than they pay. Let's compare the realities of "illegals" in the USA vs "legal" foreigners in Mexico:

Unbiased analyses of the $$ balance of services-used by "illegals" in the USA versus taxes-paid, show that SSI taxes, state income taxes, local income taxes, and federal income taxes and medicare taxes, etc are withheld, while the "illegals" basically get almost no personal benefit from these taxes.

Do "illegals" actually send their kids to school "for free" - without paying the associated taxes?

Even "illegals" have to sleep somewhere. When they rent apartments, they pay rent which includes property taxes that pay for the schools. When they buy food and gas in the USA, they pay state, federal and local taxes that are used to pay for teachers, roadways, and other govt. programs. They pay into Obamacare through taxes, but cannot use it.

In contrast, "legal" foreigners in Mexico use lots of gasoline and pay no taxes, get income from NOB but pay no taxes here, use streets and city amenities, but pay only miniscule property taxes.

Do we really believe that "illegals" magically buy food in the USA without taxes , magically buy gasoline without paying taxes, or magically all work at jobs with no taxes collected, or magically live in properties that are never taxed ?

This comes back to living in Mexico issues about the importance of everyone - including retired foreigners - paying taxes and paying for what we use.

Do the foreigners with temporary import cars pay taxes for the roads we use - for years - on our free temporary import permits? Bridges, lighting, signs, and paving cost serious "public" $$.

When CFE subsidizes our electricity by reducing our rates by 70% or 80% from their costs, do retired foreigners pay added taxes that compensate for the subsidies we enjoy?

Since 45% of the Mexican government's costs are subsidized by the national resource of oil, do we foreigners make-up that 45% of benefits - streets, lights, bridges, airports, and services that we really are not entitled-to because we are not citizens?

I have real trouble seeing how the small taxes I pay in Mexico somehow pay for Mexican kid's educations or for college expenses - where many kids and university students - ultimately work for us and provide us services - without me (a foreigner) paying towards their previous Mexican educations - I reap the rewards of an educated and talented workforce, including doctors & dentists govt. subsidized educations, rewards from past sacrifices by others here in Mexico - all without having paid for it.

Sure, both "illegals" in the USA plus we legal-foreigners here feed cash into local economies buying stuff - benefiting local businesses - but we personally benefit from those goods and services.... which means we are trading our $$ for things we want. e.g. Buying a taco or getting our oil changed or fine dining all benefit us.

This means that our $$ paid for living expenses and $$ for stuff we want ... are not charity...

These $$ spent do not translate into us being entitled to things here. ???

Me? As a foreigner who is not entitled to all the good things we enjoy - but did not personally earn, I much appreciate the serious $$ benefits I receive from living in Mexico. Is that "fair" ?

When will we learn that LINF: someone always gets "the bigger half of the cookie".

Should I wear myself out worrying or fussing over things that will never be "fair"

these people are getting welfare medical foodstamps. there are 100's of illegal migrant welfare barrios in the US. (somolian areas, middleastern etc, & its intergenerational). the cost is into the billions. this has zero to do w/ life in mexico. bigd, maybe you should have some compassion for those americans who live in poorer areas in the USA? when demographics change, that is the cause of conflict. going on since the roman empire & way before. expats in ajijic have every right to complain about noise/driving. as long as they choose their battles carefully, i dont see a problem. building that huge highway from guad was the cause of this. now chapala is part of guad. this forum is a place to complain, thats why its so popular!

I've never known an illegal to pay school taxes, yet they are happy to send their family "for free" to the schools that I helped support with my taxes. When schools grow because of increased enrollment, new facilities, teachers, programs are needed. Someone has to pay for these new demands on the community. Guess who pays. Certainly not those of us who live here and no longer contribute to local communities NOB by buying goods there, living there, and owning a home. Only those citizens left there spend their money in the local community. Illegals send most of their money to Mexico, etc. to support the local economies here, etc. Surely one can see where the burden falls in local communities NOB, surely.

Schools in Texas are paid for with property taxes. When one rents he is paying property taxes in his rent and like any renter, his taxes pay for schools. If he owns property which is tough to do as an illegal but can be done if it is inherited, he pays taxes.

Property taxes also pay for county hospitals where illegals and legals can get treatment.

Ronald Reagan passed the EMTALA which states that any hospital receiving federal dollars must treat anyone even though the person does not have money or insurance.

http://www.dailykos.com/story/2012/03/28/1078468/-The-GOP-s-Big-Lie-about-Healthcare-and-the-EMTALA-law

"In 1986, Congress enacted the Emergency Medical Treatment & Labor Act (EMTALA) to ensure public access to emergency services regardless of ability to pay. "

Bennie wrote that illegals benefit from food stamps and other government programs. No they do not. They cannot provide proof that they are legal so they cannot apply or receive any welfare type programs. Their children who are U.S. citizens can receive benefits like any U.S. citizen, but illegals cannot.

All that needs to be done now is to sign and "attest" that you are eligible. The burden then shifts to the administrators to prove that you lied. Guess how much of their budget they spend doing that? You are correct in the legal sense but in the real world much fraud goes intentionally undetected.

You are right that foreigners probably pay more taxes than the normal populace in Mexico because we buy more and gas is taxed.

Food in Texas is not taxed. I doubt any state taxes food.

When the country access a building's value for property taxes, if it is a commercial building, hotel, motel, apartments, the owner determines what he must charge customers or tenants to pay the property taxes, maintenance, labor and all overhead. The "customers" are paying the owner's taxes in their rent. To the county, it doesn't care how the taxes are paid. It doesn't care if the building is rented and tenants are paying the taxes in their rent or if it is empty and the owner is paying all the taxes.

There are no landlords who willingly allowing tenants to stay in their rental property without paying.

It is against the law for Illegal immigrants to receive food stamps and the government has a process to verify immigration status. Citizen children of illegal immigrants can qualify

http://www.politifact.com/truth-o-meter/article/2012/jul/01/fact-checking-immigration/

‘Freeloaders’
Another theme we've seen: that illegal immigrants are freeloaders taking advantage of federal welfare programs.
Those types of charges are often repeated in anonymous chain e-mails, on blogs and Facebook.
"More than 43 percent of all food stamps are given to illegals," said a typical claim, this one from a Facebook post promoting "10 Illegal Alien Facts."
When PolitiFact researched the numbers, though, we found the claim ridiculously false and rated it Pants on Fire. About 46.4 million people receive food stamps, so 43 percent of that number would be just under 20 million. That significantly exceeds estimates for how many illegal immigrants are in the country. The Pew Hispanic Center put the number at 11.2 million in 2010.
