The majority of these yachts are 35-40 foot sailboats with weekend owners from California and Arizona. Others are live-aboard homes for retirees, etc.

Since AGACE is a new organization, I can only assume that it is staffed by new folks with lots of power but little experience; a formula for confusion.

Is this not typical of Govt. stupidity..(not only here in Mexico but our beloved USA)..You give some new Govt. BS agency some limited authority and all of a sudden some pencil necked geek decides to step into some cowboy boots and kick ### and take names to demonstrate his newly bestowed power. We have more of the A holes in our govt agencies that will ever exist in Mexico. We continue to feed and nurture these governmental agencies and employees long, long after they have outlived their original purpose and mandate. However in this case the agency that transgressed on the vocal boating group will now have to remove those boots and try and make amends..But that has not stopped them from continuing to lie saying that they had already lifted their sanctions on a group of 88 boaters..Fortunately the media has closely followed this story and took the time to check with the marina owner who was willing to tell the truth..It is difficult to overcome the anxiety that the initial impounding of boats will cause future boaters..Just another bloody toe for the revenue geeks.
