(I checked the Jalisco gob website, because I was surprised it was necessary, and wondered if the OP got bad info from somewhere. It's listed as a requirement.) Eventually, it is intended to replace many other numbers that we now have for licenses, tax ID, voting cards, etc., etc. It will become the one and only number you need to know or show.
