Depends on your situation. If you have been here for four years on your temporary visa, financials are not required. If your current visa does not have four years on it (doesn't matter if you've been here ten years, its the status on your current document), you can go permanent but have to meet the new financial requirements.

I haved had FM 3 , FM2 or Imigrante for 22 years...so is it or is it not , having to have finacials for permanente???

What does your current card have on the back, a 1, 2 or 3? It is your current card's renewals that allow you to go permanente without financials. I am into my second no inmigrado (FM3) but it has a 1 on the back so I would have to show financials even though I have been here over 7 years.

If you have a prórroga 3 or 4 on your current card .... supposedly you can graduate to permanent without meeting the new income requirements. Total number of years in Mexico means nothing. Manzanillo is asking for financials but seem to accept the old income levels
