There are less known sites offering insurance and rental in one package for foreigners. Here's one that's worked well for me: http://www.cheap-car-rental.com . It almost sounds like you need a foreign license and a foreign passport. Can you confirm that all you needed to show was the foreign license? The total cost of the rental was $137.06, including unlimited mileage. Our insurance cost for the week was $24.95, through American Express.
