Yes, that opinion comes from a high-level government employee, but it's still an opinion. Unless she has a crystal ball that is offering her facts no one else is privy to, it's still an opinion. BTW, since these are TOURISTS who pull visitor visas, you might consider the possibility that the Tourism people have some numbers to back this up. Obviously, "on track" means that if current levels of tourist entry continue, they will have a record year.
