If you are registered in SAT, they have the "Buzón Tributario" which is basically setting up an online account with them through which they will send you information and requests dealing with your taxes, filings etc... in an official way instead of having to do everything personally at their offices or waiting for the SAT guy to come to your address.

Try at Oxxo or Walmart, they have cheap phones with limited functions but some might be what you are looking for.

You could remove the tinaco and install an hidroneumatico (a pressure system that takes the water directly from the water deposit) that way no tinaco is needed and the system pressure is constant.

Good luck with your trip. I think you will be surprised at how much the culture towards dogs has changed in Mexico. There are still some ignorant and dumb people that are hostile. But there are many people that care about their dogs, and everyday there is a better environment towards pets.
