See Ernesto at the former Michelin, now Bridgestone, store on the Libramiento just past the tech school. He had several brands, good people, and modern equipment. He's been in the tire business for many years and is a former employee of Bridgestone in Mexico. -
You have a Tourist Visa. No you cannot apply in Mexico.

If you have a "Residente Temporal" card you CAN apply for "Permanente" at the INM office in Chapala.
