  1. Message from the Governor of the state of Jalisco. Enrique Alfaro. #ConferenciaDePrensa: #Coronavirus # COVID19 | March 23, 2020 Fifteen days ago, Jalisco made the decision to step forward and act responsibly in the face of the coronavirus pandemic. On March 12, we launched the Jalisco COVID-19 plan with a series of difficult but necessary measures. From the beginning, in this government, we decided to take a different route from the one that the government of the republic and other states of the country were taking. None of this is new; all we did was attend to the recommendations of the World Health Organization (WHO), of experts and scientists from Jalisco, Mexico, and the world. We learned from experiences beyond our borders, from the mistakes and successes of other countries to face this situation in the best way. We knew how to give the right value to anticipation as a preventive measure, and I feel calm and proud for having taken this path. During the last five days, following the recommendations of the University of Guadalajara, in an act of enormous civic value, millions of Jalisco residents heeded the government's call to stay home and avoid massive contagion at a crucial moment. The exercise of resistance that we have lived must make us feel deeply proud. Without the need to impose a mandatory quarantine, in Jalisco we made stewardship the strongest weapon to face the crisis. This has been the beginning, just the beginning, of an endurance race, not speed. The beginning of a path that will lead us to save lives and preserve the health of Jalisco. To give you an idea, during these days of voluntary isolation, the demand for trips on public transport had a reduction of up to 50%, in other words, equivalent to a million trips a day that were not made. Commercial and service activity had a reduction of between 70 and 80 percent; and industrial activity, a 30% reduction. Without a doubt, these are data that reflect the enormous economic sacrifice that these measures have represented for all, but the effort has been worthwhile. The first results of our strategy are encouraging and should serve as encouragement for us not to slow down. Let me share the following information. Five days ago, Jalisco had practically the same cases as Mexico City. Today, the results show that infections in the country's capital grew almost twice as fast as those in our state, or in other words, in Jalisco we managed to half the rate of spread of the virus compared to that of the virus in Mexico City. Thanks to all the measures that we have taken in Jalisco and the responsibility of the people of Jalisco, today, we do not have to declare a mandatory quarantine. This is good news to start with, but it doesn't mean we can not let our guard down. On the contrary, it is time to start the next stage of the strategy and once again Jalisco needs all of us. The scientific information we have tells us that the social isolation measures we have taken in these five days have been successful, but they have to be sustained with some adjustments, at least until Sunday. If we were to slow down right now, we would spoil everything that we have advanced. Saying that these measures have to be sustained until Sunday does not mean that on Monday everything will return to normal. It means that on Monday, we are going to make an assessment that allows us to adjust the strategy, based on new information generated by the application of massive tests to Jaliscienses. I insist the endurance race has only just begun. Having clarified that the social isolation measures are sustained, then what are the adjustments in these measures, compared to those of the last days? First. Today the priority is for those who are over 60 years old to stay at home, pregnant women, people with chronic degenerative diseases such as diabetes or hypertension, and people with symptoms of a respiratory disease. That is the population whose stay at home is essential. Second. Economic activities, which, by their nature, cannot be stopped and are necessary for Jalisco to function. They have to be carried out under strict health and hygiene measures for workers, which will be supervised by the Ministry of Labor. We maintain the call for those who can do work from home to do so, but those companies that require face-to-face work must guarantee the existence of a model of shifts that privileges remote work, which guarantees support for absenteeism. the sectors of the population that we already define as the most vulnerable, as well as acting at all times with solidarity and permanent communication with their workers. Our economy cannot be stopped, but health is first. Third. Without relaxing the isolation measures, and understanding that the supply of food and basic services cannot be stopped, we have to strengthen the consumption of our micro and small commercial units in a new exercise of solidarity. This is a call for all of us to privilege local consumption as a measure of containment to the difficult economic situation we face. If you go to the tianguis or the market, go alone, without your family, taking the appropriate hygiene measures. If you want to eat tacos, don't go to the stand with your family; make an order to go or order them through some platform. If you want to eat in a restaurant, make sure that they have the social distance and health measures that we have established as mandatory, and if they do not, demand them to accomplish them. Fourth. After detecting the first case in a municipality outside the Guadalajara metropolitan area, imported from the USA, we call on the Jalisco community abroad to help us care for their families. Visiting Jalisco at this time, only puts those you love most at risk. Given the lack of response from the authorities for the suspension of flights from places that have virus outbreaks, we appeal to the solidarity of our countrymen abroad, particularly in the United States. You know that we love and miss you here, but at this time, it is essential that no patronal or civic holiday be a reason to put your families at risk. Please take good care of yourselves. Here we will be aware of you and your people. We will see each other again soon. With these adjustments, Jalisco maintains the call for social isolation that until today has allowed us to face this crisis in the best way. Additionally, this evening, the operating rules of a government financial support program for micro and small businesses will be published, as well as for the population in self-employment or informal commerce. Starting Thursday, you will begin the online process to access these supports. Pay attention. We will give more information in the following hours. Tomorrow, as well, we will start the massive virus testing program as a strategy for the prevention and early detection of the coronavirus. In Jalisco, we are not going to hide the truth, on the contrary, we will start from a real diagnosis to adjust the strategy and avoid deaths. It does not matter, if from this exercise, Jalisco appears in the statistics, in first place of detected cases. If this is so, it will be because here we are looking for our patients, finding them quickly, caring for them, isolating them and protecting the community. I am convinced that this is the correct way for each authority to assume his/her responsibility and act accordingly. Everything is changing, and so we have to understand it. There is no time for half measures. The decisions and actions that we take together these days will define in many ways the shape that we will have in the coming years. At the end of the day, the most important measure of all is and will continue to be in the will of the people.   2. If I may be so bold to ask...... many of us are having a problem with the functionality of the "Reactions" buttons. They aren't working or said differently they have 'recently' been limiting the number available per day... or at least some per of time often less than a day. Or some number of them. Yesterday the FIRST reaction I tried to use in the morning gave me a Nada! My request is that the Administrator of the Chapala.com Forum be asked to look into this to first see what is wrong and maybe even ask 'why limit them at all'? We are not Bots so can't really affect anything that I know of. Thanks!

  4. I most certainly do NOT hate Americans. I hate misinformation and am really TRYING to get people from EVERYWHERE to pay attention to this virus and to get their heads out of their butts. I don't care if the American President is Republican or Democrat as long as the job is done properly. Therefore, I am not a fan of Trump. I had nothing really critical to say about either Bush or Reagan. Tricky Dicky creeped me out. If you don't know where I'm from then you don't spend enough time on the local forums. And, btw, that was a VERY personal attack and a very twisted message. I have many, many American friends. Why don't you try improve your reading comprehension instead of just reading.

  5. Never knew how often I touched my face, corner of lips, ears, nose, eyes until I paid attention. Even then, I usually noticed it after I touched my face. And it seems, always with my right hand. Here's what I'm doing now when I go for my daily walks: before I leave the house I put a alcohol wipe in my right hand and keep it there. So now when my hand comes up to touch my face, it's already got the wipe between me and my face. I also wrapped it on my index finger when I pressed the ATM buttons the other day. When I get home, it goes in the trash. For me the trick is to KEEP it in my hand...when I tried leaving it my tote or pocket, I inevitably didn't use it, forgot about it.

  8. You can do all that and keep a sense of humor. Miserable and pessimistic versus happy and optimistic is the choice we all have the opportunity to make. It is a well known fact that the latter is good for one's health and helps one to survive illnesses.

  9. People in dangerous situations (such as war) have notoriously used humor to alleviate their stress. What possible good could come of NOT doing so? My incoming emails from friends have had some real belly laughs lately...all about this miserable situation. The funniest one was about achieving "inner peace" by finishing all the undone things around the house, so after finishing up the tequila, the wine and the rest of the bottles, she achieved "inner piss" . Of course we should take sensible precautions. Beyond that, we should do what we can to more easily live with this.

  10. kiko, I do not believe it is overblown or an hoax but we have to take one step at a time.. we now that the great majority of the people survive it. My brother and his wife and family got it. He is in his lat 60´s and he survive it at home but they are people who die from it and the hospitals in some countries in Europe are over their capcty and it is dangerous for people who are very sick. Whatever we can do to prevent the weaker ones to survive is a very good thing. On the other hand we cannot stop living because we may die because we will all get it in the end.. A hoax I do not believe it is at all.. In the meanwhile we need to make the best of every day and enjoy the days we have and we cannot stop laughing because that is the best defense we have. I am, 74 so I am in the high risk braket, who has no bed in France when push to shove comes, so I am taking it seriously , two of my cousins have cancer and are the high risk list as well but besides trying not to contaminate others , there is nothing we can do . If it is our turn , it is our turn-

The situation s what it is and joking about it is a way to cope with it which is probably more healthy than being totally stressed out aout it, that is how the catarinas in Mexco came about: they were so many people killed during the revolution that the catarinas ,ocking death became a big hit..   14. My maid has worked for me for the past nine years and has become a friend. She is very poor and cannot feed her kids without working. She came Friday and I gave her full pay through the end of April and told her to stay off the bus. I am immune suppressed and have no desire to get the virus so I will re-evaluate the situation then. Anyone who thinks this will last five days needs a reality check. I am middle class but, comparatively speaking, I live like a queen. With the exchange rate being what it is, her costs to me are minimal. Let's share the wealth, people. Reach out to those who are in trouble and help them. Businesses are required by law to pay minimum wages to their workers for at least a month. We should do at least that.

  15. Mexico unfortunately has very little to none in terms of safety nets. The majority of the laborers do not live on pay check to pay check but rather on day to day income. So I would recommend paying house/garden workers paid in full until this crisis is over. (if china is a reference, it looks like it will take at least 4 months). Also think about the exchange rate......

  16. I've seen several articles about CV referencing this German risk assessment institute. The gist of it is that you can pretty much touch anything and if you wash/sanitize your hands before touching your face, mouth, eyes, ears and mucous areas, there will be no transmission.   22. Actually, my best research says less than 72 hours. But be aware: all that will get you is the RNA of the bug, not the DNA, as the efficacy wears off much more quickly. And the DNA needs to be there to infect. All the RNA will do is tell you there were traces at one point. Plus, when did making a joke about hijabs become disrespectful in this sense? This particular humour was pointing in the opposite direction: a good reason.

  28. I had an interesting conversation with my daughter in Toronto today. She and her family have been self-isolating for a couple of weeks already, since before the official orders, and got in a stock of non-perishables at least a month ago (No, they're not hoarding 12 giant packs of tp, it's basically enough non-perishable food, and other essential items to last them 2 or 3 weeks if need be. She and my son-in-law have pretty essential jobs, so they're secure that way and are both working from home and my 18 year old granddaughter is doing her uni courses online. But the 15 year-old, who's a challenge at the best of times (major ADHD) was still going out and about and several days before the lockdown orders came out, was told in no uncertain terms that she absolutely couldn't go out anymore, that she was risking the health and possibly the lives of her parents and sister. Her friends' parents were still letting their kids out, so of course my granddaughter railed and ranted for 2 days until my daughter finally sat her down and said that fine, if she wanted to go stay at a friend's house, and the parents were okay with that, my daughter would pay for her food and other needs, but that if she made that decision,.she had to understand that she wouldn't be allowed back into the family home until there was an all-clear, which might not happen for months. Not even for 5 minutes to grab some clothes, not even if she changed her mind and cried and begged to come home. That pretty much sobered her up and 2 days later there was no longer any choice and all her friends were confined to home as well. Of course they're all on their phones whining to each other about how unfair and boring it all is.

  30. Prices can vary widely within a region. Actually most of the calves in Oklahoma go to feedlots in Kansas, Nebraska and New Mexico. They are usually processed in the same states. Meat from there goes to New York, California, etc. In Oklahoma most of the grocery stores get boxed meat from Canada.

  31. Thank goodness. For those of you needing it for lupus or arthritis or similar, a rheumatologist just told us that he expects Guad Farmacia will be getting a shipment soon. Go and get your prescription. Please don't go buying any in case of Covid-19, the hospitals will have it if you get that bad. If anyone out there has some left over or unneeded, please take it to a rheumatologist or your doctor to get it back into circulation.

  35. If you have bought this drug that is someone else's challenge now. The drug stores are emptied. This is yet another new low for humans / selfishness. What a nightmare for those who cannot get this drug now and need it to relieve autoimmune skin conditions and other afflictions. I have already seen people posting on Facebook that they are in trouble because the drugstores are out. How inconsiderate. Stay in and you will have no reason to go into panic mode with a chance that this will help precious you.

  40. The late and great Paul Harvey had a radio show/segment called, "The Rest of the Story". The rest of the story here is, of course, that one can use and misuse 'statistics' to portray about anything or any story one wants to tell. As Ferret pointed out, that 'statistic' is SO misleading and it is shameful that it was given by a government official to suggest greatness. Shame on them for saying it and shame on me for believing its relevance!

For the wellbeing of all residents, both Mexican and expats, if you are not willing or able to self-quarantine (NO CONTACT!) for a MINIMUM of 2-weeks on arrival here, do not cross the border. There will be a shit-storm here soon enough and anyone who thinks the medical system here is up to handling it is delusional. Our only hope if for people to remain where they are- in Canada, in the US, in the Mexican town they reside in, and better yet AT HOME and stop spreading this. Asymptomatic does not equate to virus free!

  43. We are paying our maid full pay til this is over . I do not want her to be riding the bus during this time for all the reasons we know . I assume most of you pay about what we do so it's not a lot of money to us but it is everything to her . She has come to work ill before , nothing serious , and it's not just for her health but ours and everyone she comes in contact with . Our friends and neighbors seem to be doing the same as us . I would have a hard time respecting someone that leaves their help to take care of themselves during this uncertain time . We are working without a net here .We are not wealthy but if we can't afford a few hundred pesos , that we were spending anyway , to help these people , then maybe we shouldn't be here. Disagree if you must but if you do it says a lot about you, not because I say so but because it's the right thing to do. A lot less talk and a lot more positive action . Pay em , you'll sleep better.
