can a person who is now permanente drive a US plated car not their own?

My husband is permanente.I am still temporal.Car is imported in my name.Can he drive it?Even if I am not in the car?

Traveling within Mexico while FM papers in process

I know we can get a letter to leave the county in an emergency . .We are due to submit papers next week and were ask last night to go to the beach in late March.We will be driving.Should we get some kind of letter saying our papers are in process just in case we are stopped? Or just not worry?

We are leaving next weekend to go to Texas and would like to use it  IF there has been no trouble recently.
I know several months ago, people were being stopped and  items were taken .  Not worth it, if there are still problems !.

I turn 65 first of the year and today I received my card,but nothing else.(no  booklet,forms etc.) I decided I would stay  enrolled  for a true emergency and as I have Tricare for Life, no copays or other costs.
My question is: as my address is Laredo do I have to pick my doctor there or can I pick  McAllen or even San
Antonio?I really do not plan on using them except maybe for an annual exam or for  serious illness.
