On my most recent trip out of GDL, a young man ahead of me was found to have a large (at least 12oz) bottle of hydrogen peroxide in his carry-on luggage. The security staff (at ticket counter) took issue with this, but the man successfully convinced them that it was "medicine". (It can be combined with other easy-to-obtain chemicals to create an explosive device). He boarded without further hassle.

Our June trip is definite dates. GDL>SFO 31may, LAX>GDL 11jun.
The October trip has no definite dates yet and can be flexible (e.g. late September); we're going to Berlin for a week. There will also be a long weekend family reunion in Iowa in early July.
NOTE: House has basic cable, 8mg WiFi, unlimited Skype to US/Canada, but no land-line (despite repeated requests to TelMex).

I just had an inspiration: Rent-a-pet. I acknowledge the value of having a dog for protection and/or a cat for companionhip. I suggest it be made official. If someone intends to merely use an animal, I think it's only fair that the animal be paid for that service. Charge the person up front for a certain number of months (a year, maybe). If they leave before that time is up, they can return the animal and receive a refund for unused months minus a "restocking fee".
This may sound a bit mercenary, but at least people would think more seriously about taking the animal. Any respectable person should not be offended by paying for the animal's service. If the animal is returned to the shelter, at least it will have contributed to the well-being of its canine and feline brothers and sisters.
Edit: In re-reading previous posts, I have to agree that it would be cruel to let an animal be allowed to believe it has a new forever home, only to be returned to the shelter. The temporary home is not, by a long shot, a great solution. Still, from the animal's perspective, would you rather be in a comfortable temporary home, or at a shelter?

My partner and I are animal lovers; we currently have 2 cats and 2 dogs; all but the little Chihuahua were adopted from shelters in the US. Pinky (previously Princesa) was adoped from Anita after her owner died suddenly last fall.
While looking for our dog, we checked the Marin County (N of San Francisco) SPCA and their application process was almost as elaborate as that for adopting a child. I think it reasonable that a prospective adopter should be willing to submit to a more rigorous background check.
One thing I find significant is that there is no fee for adoptions here (Lakeside). I used to do pro bono computer work for my colleagues, often including free used parts. I quickly learned that people have a LOT less respect for things that they didn't have to pay for. There is simply no investment, therefore there is no loss.
I was frankly incredulous to read that snowbirds and other transients are "borrowing" pets (mostly dogs, apparently) for their own convenience only to dump them when the animal has served its purpose.
I believe we need to expect more accountability.
