I am not talking about what happens on the screen in front of you during the transaction. I am talking about what happens on your bank account back at your bank. I have both Chase and BOA accounts and both banks charge another 3% after the fact. I have always thought that this ia some sort of US tax on foreign withdrawals. For this reason I keep money in my Canadian Scotiabank and transfer money to it via Wise and withdraw from that at the ScotiaBak ATM's when ever I can. I pay no withdrawal fees, not even an ATM charge
Stores get charged somewhere in the region of 3-4% for you using a debit card so when you aske for exra cash they are only getting about 96-97% back. It is not fair to them to ask for cash back on either a debit or a credit card. I know that I stopped it in a hurry when I found one of my employees doing it in the 90's.
