Help with dialing to a mexican cell phone from U.S.

I am trying to reach a friend that drives a taxi in Ameca Jalisco (about an hour southwest of Guadalajara). His cell phone is 044-375-1034813. Can someone help me with the numbers I need to dial from the U.S. to reach him? I have tried 011-52 and 011-521 and I tried both of those numbers while leaving out the 044... but no luck. any help would be appreciated.
