It accesses the phone on the camera: you just turn on the app, point the phone at the line of Chinese characters, and the English translation shows up on the phone's screen. It's available in Chinese and Japanese. I use it for items on the Chinese side of a restaurant menu. It kinda-sorta works--the app itself works fine, but the translations sometimes leave something to be desired.
